National Parks NPS is exploring ways to work with its existing partners to increase philanthropic and volunteer support from individuals who visit our national parks. The working title for the concept is the NPS Park Stewards Program. In October, Donna Asbury of APPL and Chesley Moroz of Eastern National attended a meeting in Washington, DC with representatives from NPS, National Park Foundation (NPF), cooperating associations and friends groups. Chesley Moroz agreed to represent APPL members on a newly formed work group to further develop the concept, and she has recently posted information and requested feedback on the APPL ListServ. Park Stewards is seen as a voluntary opportunity for associations and friends groups to work collaboratively with NPS and NPF in an effort to forge a more enduring connection between the public and their national parks. The exact method used for developing this program would be tailored to the needs of individual parks, with the focus on local and individual support at the park level. It is anticipated that partners would enter into a formal agreement, and the partners would develop a customized vehicle (like a postage-paid, self-addressed envelope, postcard or other type of mailer) to hand out to park visitors. The card would include an appeal to the visitor to “give back” by becoming a steward of the particular national park or of the park system. As part of that appeal, the visitor would be asked to voluntarily give their name and address and check off whether they would like more information from (1) the National Park Foundation; (2) the local cooperating association, friends groups; and/or (3) the NPS Volunteer Program. In FY’04, 10-12 parks would test the project. The park partners will need to cover the cost of the mailer, as well as data management of the collected names. The Forest Service and the National Forest Foundation have jointly produced a booklet designed to help agency employees and their current and potential partners better understand the tools, guidelines and mechanics of entering a partnership with the Forest Service. The guidebook includes chapters on the structure of the Forest Service and nonprofits, tools for contracting with non-government entities, including tribes, and information on how to carry out collective missions. International Mapping Associates (IMA) is pleased to announce that it has received a five-year Cartographic Services contract from the United States Forest Service. Following a competitive proposal procedure, the Forest service has awarded IMA a five year Indefinite-Quantity Contract for Professional Cartographic Services at all nine Forest Service regional offices across the United States and at the Oregon State Office of the Bureau of Land Management. IMA will provide map design, research, compilation and production services necessary to create Forest Service and BLM Visitor/Recreation maps, Wilderness maps, Special Area maps, and Special Use maps for multiple resource management. Projects will require IMA to utilize advanced cartographic and geographic information techniques to produce new map products and to update existing products. This Forest Service contract builds on IMA’s work in public lands mapping for the National Park Service and many federal, state, and local government customers. Recent government contracting includes a site map of Camp Grayling Military Training Facility for the Michigan National Guard; and the design, production and installation of two fiber-optic map displays for Arlington National Cemetery. FUNDING OPPORTUNITIES The Corporation for National and Community Service has announced the availability of approximately $4 million for Next Generation Grants to eligible nonprofit organizations. Deadline for proposal submission is November 17, 2003. The purpose of the grants is to foster the next generation of national service organizations. Seed money will be awarded to new and start-up organizations, as well as established organizations with new projects, to plan and implement service programs that have the potential of becoming national in scope. Grants awarded through the program are intended to fund innovative strategies that engage volunteers in service and result in measurable outcomes to beneficiaries and participants. The Corporation for National and Community Service is seeking innovative models that fall under at least one of three service areas: programs that engage individuals in an intensive commitment to service in communities (defined as serving at least 40 hours per week); volunteer programs for seniors (age 55+); and programs that connect service with education. Organizations may focus on various issue areas, including, but not limited to, education, the environment, health and human services, homeland security, public safety, and other critical areas. Applicants other than individual schools generally must have an annual operating budget of $500,000 or less. Nominations are invited for the second annual Volvo for Life Awards. Deadline is January 16, 2004. Beginning this year, the awards will be made in three categories: safety, quality of life, and environment. Recipients of the award will have taken extraordinary measures to contribute to the common good in at least one of these areas. The program seeks nominees who act beyond the requirements of their profession or daily routine, and will pay special attention to efforts that benefit many people, improve the natural environment, or help an underserved community. Originality, creativity, initiative, and impact will also be taken into account. A nominee's achievements, which might involve a single extraordinary act or be part of an ongoing project, must have occurred at least in part during the 2003 calendar year. One winner per category will be selected to receive $50,000 for the charity of his/her choice, while the remaining six finalists will receive $10,000 for a charity of their choice. One Grand Award Winner will also receive the use of a Volvo for life.
